Joel,

The link I put into this post ( http://www.simple-talk.com/sql/learn-sql-server/oracle-to-sql-server-crossing-the-great-divide,-part-1/ ) is just the first of several I'm writing for Red Gate.

There will be an article (it's likely to be part 3, I think) which looks at the different points of view about indexes. I might even pre-empt it with a short note here about why I think people with a SQL Server or DB2 background are so much more enthusiastic about rebuilding indexes than Oracle users.

"When the level of fragmentation is greater than 5% or less than 30%, the reorganize option is recommended. When an index has 30% or more fragmentation, a rebuild is recommended." - Microsoft SQL Server 2008 Management and Administration, by an MVP.

Gosh that somehow sounds familiar. I look forward to your reviews.
