Good question. I think the only fair answer has to be that expertise does become dated. I wouldn’t let a 1960′s expert car mechanic anywhere near my car without first making sure that he had been trained on more recent technology.

you’re doing yourself a disservice. O-1′s are for non-immigrants of Extraordinary ability not just exceptional. If the number of individuals was reprsented by a table T1 (normal number), and we had a normal distribution, perhaps as created in your book (pg 151), then you would represent the percentile in the range 8974 – 34660 (at least, if not higher)
