This is because some genius at Oracle thought it was necessary to change the vendor string from ‘Sun Microsystems Inc’ to ‘Oracle Corporation’ – unfortunately Forms checks this string to know if it is running Jinitiator or the Java Plugin.
There are some workarounds as explained here :

Good point – that looks like a reasonable assumption given this phrase “Oracle Forms is not compatible with Java 7″, although it’s then a little odd that the subsequent content of the article seems to downplay, or even ignore, the relevance of Forms itself.
